The Managing Committee of the Association is the executive body, which ensures the implementation of the decisions taken by the General Assembly.
The Management Committee is appointed for a 1 (one) year term and consists of fiveexecutive members, appointed by the General Assembly.
Beginning with 15th November 2018, the Management Committee of the Association consists of the following persons:

Saniya Melnicenco, ROPEPCA President, is Head of Legal and Corporate Affairs of NIS PETROL. From this position, she is coordinating since 2012 all activities related to the legal and regulatory coordination of Upstream, Downstream and Energy divisions of the Romanian subsidiary of NIS j.s.c. Novi Sad. Saniya holds a Bachelor of Laws degree (LLB) in Civil and International Law. She has a wide experience in managing various legal challenges, experience built during time in the oil and gas, IT and construction fields. In 2017, she graduated the Executive education programme INSEAD. She is a member in the Association of International Petroleum Negotiators (AIPN) and an active participant to the Legal Committee of the Association.
Mark Wagley is the Vice President and General Manager for Hunt Oil Company of Romania and is responsible for all of Eastern Europe operations of Hunt Oil as well as the Former President of ROPEPCA. Mark has been with Hunt for 26 years, and prior to joining Hunt’s Romania operation he worked for various North American ventures based in Texas, Louisiana, Ohio, West Virginia and Pennsylvania. Prior to that, Mark spent over a decade in the Republic of Yemen overseeing Hunt’s production operations. Mark was responsible for developing stakeholder engagement plans in the Marcellus and Utica - that have become a standard for Hunt. Mark has expanded and tailored those plans to Romania's specific and is at the forefront of the Corporate and Social Responsibility model for the industry. Mark received his degree in Petroleum Technology from the Oil and Gas College in Tyler, Texas and brings with him over 35 years of experience in the oil and gas industry.
Norbert Groeschner is the Director for Partnerships and International Assets for OMV Petrom. He started his assignment for OMV Petrom in 2015. Norbert has been with OMV Upstream for more than 15 years. Prior for working for OMV Petrom he worked as General Manager in Tunisia, Yemen, Algeria and Madagascar. Norbert started his career in Germany with Preussag Energie GmbH; he worked for them in several technical and managerial roles for 13 years. Norbert received his degree in Petroleum Engineering from the Technical University in Clausthal-Zellerfeld, Germany and brings with him over 25 years of experience in the oil and gas industry.
Michel Louboutin has 37 years of Oil and Gas international experience. Michel spent previously 24 years with Schlumberger. He has broad experience in production, development and mature asset management. He managed two large integrated production enhancement projects in Norway and Venezuela for Shell, and was distinguished for initiating and managing one of the largest and most successful production enhancement contract in Romania between Schlumberger and Romgaz S.A for the Laslau Mare gas field in 2003. Michel has worked 13 years in Romania and is fully aware of local laws and regulations, and has a large experience in working with Romanian authorities, and other E&P Companies operating in Romania. He was elected Oil Man of the Year in 2011 by the Romanian Petroleum Club, and he was the President of ROPEPCA (Romanian Petroleum Exploration and Production Companies Association) between 2015 and 2016. Michel hold a Master Degree in Petroleum Engineering from Herriot Watt university of Edinburgh, and a master in Project management.
Didier Lechartier has 29 years of experience in the upstream sector, internationally. He held a variety of senior positions, such as Chief Executive for Vermilion, Business Development Director and VP Latin America for Maurel & Prom, Head of New Business for Afren, Perenco and Petroceltic. Didier has a comprehensive track record in Business Development: Delivered a broad range of upstream deals from Latin America, West Africa to Southeast Asia - Significant exposure to negotiations with senior-level executives and state officials
